This is because the theory is a meme theory that is incorrect.
What actually happened is that Paimon is actually the Heavenly Principles after being greatly weakened by something unknown. Because of being weakened, they lost their original form and most of their power, and as a last ditch attempt at maintaining the Shades alive, they join the Traveler in their adventure, using magic to drain their powers and killing two birds with one stone: they have a consistent source of power to keep the Shades alive and the descender is severely weakened, meaning that they are less likely to mess with Teyvat's fate. This means that the HP can regain their powers at a much faster rate and they can also monitor the traveler in their journey (which is also why Paimon prevents you from going too far off the map, as going too close to the border would mean contaminating the power source that keep the Shades alive with the abyss).
This is also why Paimon is so worried when the Traveler is far from them, like in Nod Krai's AQ, since the spell keeping the Shades alive would lose potency when they are separated, which could maybe explain some strange occurrences (like Dottore not dying when stabbed through the chest, which could be possible if Ronova was weakened enough).
The need to be constantly playing the role of Paimon 24/7 would also explain why there haven't been any orders given to the Shades despite all the events that happened in Teyvat since the Traveler arrived, since regaining their power and keeping the Shades alive is much more important than something that can be fixed later on.

I don't think so. Traveler is descender - a variable - not bound by fate of Teyvat. They've been told milion times "it's all thanks to you that it was possible" but it clearly doesn't mean Traveler's strength.
The only exception is Fontaine when Nicole told us to chill and stick to the plan (putting Furina on trial) because Hexen, unlike Celestia, saw the real ending of the prophecy. In a sense, Traveler almost fucked up by trying to persuade Furina to confess her secret without trial. If Furina gave in, Focalors wouldn't have enough power to destroy the throne which means Neuvillette wouldn't regain full authority and would be unable to save people of Fontaine from dissolving.

But even when Celestia was still active, 500 years ago, they only acted AFTER Khaenri'ahns brought the shit upon Teyvat, not before. So maybe they have a protocol they need to stick to? Idk.

The current leading lore theory is:

The theory that the Twins are some sort of "Project Ark“ (akin to Honkai Impact 3rd, but not the same since it‘s been confirmed), has been around since 1.0 / PS4 release.
The Descender Sword and Glider (PS4 exclusive) already revealed that the twins are:
- ageless
- hail from outer space
- had their home world destroyed
So early theories postulated that the twins may be Project ARK from Hi3rd, which was a long unresolved plot point where a character was sent away in a spacecraft with a gene-bank and everything in search of a new habitable planet for humanity to survive, after Earth was doomed.
Later Abyss-Twin quests only made the connections more apparent.

- ageless
- hail from outer space
- had their home world destroyed
So early theories postulated that the twins may be Project ARK from Hi3rd, which was a long unresolved plot point where a character was sent away in a spacecraft with a gene-bank and everything in search of a new habitable planet for humanity to survive, after Earth was doomed.
Later Abyss-Twin quests only made the connections more apparent.
