It's intentional. Generally we view the models from a high camera location, which causes the legs to shorten and torso to expand. The photo op took is taking advantage of that by putting the camera low to the ground, elongating the legs and shortening the torso.

Yeah I’m in the minority it seems, but I never liked the silhouette of the original skin, it’s sort of shapeless? Like a baggy onesy or something. It looks good in the burst animation, but not when static. I don’t know how to explain it well, but I didn’t pull him, despite loving his character, because of his design

It's literally a judge's robe. Wide shoulder pads conveys masculine sense authority, the largely covered, boxy silhouette presents a sense static order. Character design studies people, character design studies.

From the front I like the old one more because the lower half is really boring in the skin, but keep in mind what you see during Neuvi gameplay 99% of the time is his back view which looks AWESOME in the new skin. The way the coat flaps during the charged attack is peak.
