Trying to get the Noelle photos done but keep getting this error??

The message says you are either in Co-op Mode or in Focused Experience Mode, since there is no 1P in the top left i wager it;s te latter. Check you quests and see if you have Focused Experience Mode active with one of the qeusts and de-activate that, that should fix it.

So, oddly enough, I put myself into focused experience mode on a few different quests and none of them stopped me from talking to Noelle.
I also started a Hangout with Noelle to test the "character in use" but that didn't stop me either.
Maybe you have another quest that's currently active in the Knights Headquarters? You could also open up your menu and go to co-op to see if the "Return to Single Player" option is available.
Otherwise, have you tried closing the the app and opening the game back up again?
Also, you don't have to take the photos in order. If you go to one of the other people, it might give you a hint whether is's a problem with a particular character or location being in use or if none of them work because of Co-op Mode or Focused Experience Mode.

This is so stupid, It won't let me take a picture with Kazuha on Ritou because Kazuha's story quest takes place on Ritou, even If I do that I'm not even sure if it's gonna let me take a picture after, This is so annoying bro
