so damn close I swear, I've walked all over the place with the compass and still have 3% left, 1000+ hours on the game btw

There are a few puzzles or other things that will make a chest appear but not trigger the compass.
Took me a good while to finally get the last 3% too. Can’t recall now where they were but try looking for chests the compass won’t sense. Something like that is how I finished it.

Have you checked that island at north east? IIRC there are a lot of buried chests there which can't be found with the compass.

I finally completed this zone earlier in the week and most of my final % was from not realising i'd hardly grabbed any chests in Mondstadt so i'd suggest checking there if you haven't already.
