What is the best way build her? What’s the popular build way given today’s meta?

A buddy also heard the new artifact set Day Carved From Rising Winds is great for Mona for a quick swap. Is this true and also how viable is this today?

She got a buff recently, where she'll be stronger if paired with certain Mondstadt units. If you were playing last patch and picked up Durin, that's one of her new best teammates. Otherwise, you can use one of the 4\* options, the best of which are Fischl or Sucrose.

Your friend is correct about the new artifact set: this set was just freshly released this patch and is an excellent option for her. Other good options for teammates would be Columbina and Ineffa, on banner now, pair them with Mona + Sucrose and that might be one of Mona's current best teams. If you can only get 1, Columbina is the stronger of the two. Keep in mind though, the reason this is so good is moreso because Ineffa and Columbina are broken, and they don't really need Mona tho Mona will definitely work well with them.

Beware that the new artifact set isn't the best one for Bina, she prefers the support set from the main area of nod krai.

Ineffa does take advantage of it but she can also be built with gilded dreams.

I think that Mona does best with emblem of severed fate.

She scales off energy recharge and her main use is her burst.
