yes, since fischl does more dmg than kuki. but if you struggle with dodging and keeping your characters alive use kuki. but since this is a temporary team you don’t need to invest too much into it and you don’t really need sustain long term (assuming this is overworld you can just heal with food instead). i would recommend just sticking to the team you have already since you’re getting ineffa anyways.

Good Team in general, a cheap way to get at least some healing would be to put prototype amber on both Columbina (it's a great option for her in general) and Sucrose (it's...a less great option on her but the weapon passive heals the team which can come in clutch).
When you get Ineffa you'll likely kick out Aino for her (Fischl and Sucrose are insanely good here). You'll then want to swap Sucrose's weapon to either:
\- thrilling tales of dragon slayers (a 3\* catalyst) -- if you pick this, you'll have to think a bit about your team rotation to maximize it: swap in columbina and fischl and do their stuff then swap in Sucrose to swirl both elements, then swap to Ineffa so she receives the TTDS buff. Columbina can't use this buff (she scales HP and TTDS buffs attack), so that's why you want to buff the Ineffa, who does scale attack.
\- an EM main stat catalyst (there's lots of them lol), this allows Sucrose to share more of her EM with the party. This is the easiest option because you don't have to think too carefully about your rotations

As for artifacts, right now I should have silken moon on aino and moonlit on bina right? And then when I get ineffa do I put silken moon on her or do I put a different set and put silken moon on bina?

You would want the silken set on only 1 of the 2, the effects don't stack.
Basically, if you want to prep your Bina for when you have Ineffa, put her on silken set, since then Ineffa can go on either the gilded dreams set or the new aubade of morningstar moon set. That's more or less optimal for the premium Bina squad.
With Aino...honestly Aino's personal damage is pretty low. You could put her on something like Noblesse to buff Fischl since her personal damage is very low, or you could put Bina on a more exotic set for more personal damage while Aino is on the squad holding the silken set. Just might feel a bit meh to farm a set for Bina that won't be her perma set if you do end up getting Ineffa.
Sucrose would likely want to be on the anemo support set, Viridescent Venerer, and Fischl will likely want to be on the Fontaine set, Golden Troupe, tho the new set added this patch gives a huge amount of crit rate which, depending on what your gear situation looks like, might make her somewhat easier to build (golden troupe asks for higher quality artifacts, especially if you don't have a crit bow to give her).
