short answer - yes, long - depends on a team comp where buffing set might be better if no one else wears one, it will require testing

honestly it's still VV, they pushed him to be an on fielder with his buffs but you'll be able to slot him in more teams as a support. if you really need an anemo dps check you can still manage with the support set, it won't be too far behind - you'll just have more damage on the teammates.
just build him on Crit VV.

Id always go for VV since it just works better with his kit and Swirl. However, if you have Sucrose on the same team then I can see why you may want the new onfield DPS set.

If you want to play him main dps do the new set , if you want to play him off field use vv (unless you're playing him with another anemo dps, then you would use new set since vv doesnt buff anemo).
I think the best thing to do would be to farm the new set then strong box the bad artifacts into vv, that way you can have a support build and a dps build for different situations, plus you can also get artifacts for durin at the same time since he uses the new set too.

Depends of how you play it. If you play it with a lot of off field DPS like durin, columbina and inefa, then it is VV. If you play him as a hyper carry (with Bennet faruzan + hexerei) then it is the new set.
