Diluc was indeed chased out of Snezhnaya by Harbingers, and on the losing end in the manga, but the manga also takes place roughly half a year before the start of the game, which was 5 years ago both irl and in-game time.
Collei definitely shouldn't be anywhere close to this level of fight.

Well all of his segments were affected by the Irminsul well before Nod Krai shits happened. The tree did not simply wipe memory, it changed reality saved for a few individuals. I would say even the Moons would be affected if they weren't dead.

Irminsul works on everyone who is considered a part of Teyvat, regardless of how powerful they are.
The traveler wasn’t affected because they are a descender from somewhere else, not because they are powerful.
Even the Archon who monitors and protects Irminsul is affected by it which is why she used a loophole in the rules to get her knowledge of Wanderer back and to return his memories to him.
