You need to pay rent and eat of course. This depends heavily on where you live, but if you make $1300 in discretionary income, you're probably spending $2000 on those things.
Add about 30% taxes, your gross income is about $5000 / month, or $60k per year. Where I live this is an hourly job that requires a specialized skill, e.g. administrative assistant, QA inspector, teacher, pharmacy technician etc. If you're in India, this is high-end surgeon territory.
As a software developer in California, I can easily afford this, but I also have a massive debuff called "being an adult", which causes me to spend my discretionary income on boring things like houses and index funds. So most of my characters are C0 with the highest at C2R1.
