I think pulling for Flins would be smarter, because you have Ineffa. His DPS without Columbina is top-5 in the game (around 110K on standards). But you have to wait because Varka is feeling underwhelming, and they might buff him

Do you have Columbina? She help A LOT the lunar reaction. I used her at level 80 with 0 level artifact with Nefer, Lauma and Kokomi and I did the first part of level 12 of the Abyss really fast. Then I redid putting her (this time level 90 and with the right artifacts) with Raiden Shogun (with EM build, not the best for the run), Varesa and Kokomi and I cleared the second half without problem, because she enables the reaction even for character there are not from Nod-Krai.
She is really useful. For your question, Flins is really good with Ineffa. For Varka I don't know because at the moment we don't have the official value to understand how much he can be good.

You have venti and durin, so pretty much a full Varka team. That being said right now he's not looking good, maybe a future character will help him, but until then it's not worth pulling for him unless you really liked him. Maybe by the time he reruns things will get better (or if he gets buffed a lot before release).
Flins with neither Ineffa or Columbina will not be great. If you manage to get Ineffa before her banner ends though, he could be pretty good.
Flins will be worse than Varka if you only use characters you already have with them though.
Edit: didn't see you mentionned Ineffa. Go for Flins.
