Does this work off field? Can i quiep it on columbina for hyperbloom team

In a Bloom scenario you'd usually want Columbina to be on-field to do charged attacks, in which case this weapon is pretty good yes. Her off-field multipliers for Lunar Bloom are pretty low and she's need Prototype Amber more than this weapon because of energy (while on-field this weapon works because she will catch the energy particles herself).
Prototype Amber is still overall a better weapon though, because it buffs her HP and energy regen. She doesn't benefit from that much EM since she won't be the owner of the hyperblooms, she'd rather get more HP to scale off of. It's not completely bad though, the buffs to bloom and lunar bloom are fine if you give her a second Nod Krai unit like Lauma or even Aino.

Yeah with this team you can put Columbina on-field with this weapon and it should be fine. Lauma and Nahida provide a lot of off-field dendro, columbina provides Hydro, Lauma will allow Columbina's charged attacks to hit like a truck. That means Columbina will want the DPS set though, not Aubade, and Lauma will use Silken while Nahida will be on deepwood.
The only source of worry is healing, though. If you feel like you die too much, P.Amber may end up being better, or switching Raiden for Kuki if you have her (the artefact set will be identical so no need to re-farm).
