If Ineffa already got her rerun, and they were both released *before* her, its just a matter of been next, or 2 patches away at most. You dont even need leaks to tell you that >!even tho they do lol!<
Eula, and by extension Ayaka, are cryo characters. Cryo as an element hasnt been that "hot" in terms of meta, which gives less of a reason to justify adding a banner for them compared to anybody else
Sumeru, barring Layla a 4*, didnt release a single Cryo 5 star character, giving little reason to justify having Ayaka, or Shenhe, rerun alongside them, and Dendro doesnt react with it.
Eula is right now, alongside Albedo and Klee, waiting the longest for a rerun, and thats no mere coincidence. Elegy to the End currently is also on limbo as Venti now has a different signature. So a chronicle banner with all 4 sounds more plausible instead of having to fill it up with Beacon of Red Seas(Dehya) and Hunter's Path(Tighnari's signatures)

\- mondstadt trio currently waiting 22 months and counting
\- hu tao over 14 months
\- lyney almost 14 months
\- childe, ganyu, xiao and baizhu all over a year (shenhe got lucky for once)
\- yelan and neuvillette had to wait almost 14 months
\- cyno had to wait over 21 months (shenhe did too before her last rerun but again, she got lucky)
\- most inazuma characters had to wait at least over a year, of which kokomi having to wait 22 months
there are multiple characters currently waiting over a year and many more that have had to wait a year, or more, in the past.

Really though every patch should have one. Even skipping Fontaine we can have a 4 patch cycle of them which means at worst any older character is only 4 1/2 months away from returning, If you add Fontaine it is every 6 months. Better than the current 2 years for Albedo, Klee, and Eula.

I'm still waiting for Lyney so I feel you. I started the very month AFTER he was on the banner. He's one I want but here I am...collecting as I go. I'm sure Hoyo will add all back in, in due time. I suggest collecting their materials for when they do appear. I'm doing that for Neuvillette and Illuga. It helps with the waiting.

Making you wait a whole year is the point.
Banner intervals are there to add FOMO pressure to push you to just whip out the credit card when there's only a few days left in the banner and you're at 20 pity, and if you miss them now you might not be able to get them for over a year, and it'll only cost $20 bucks to guarantee them.
Literally the only reason banners are limited to begin with is to make you frustrated in specifically this way. There's literally no non-monetary reason that they can't have all the banners up all the time.

At the end of the day, games are a business product.
The ultimate goal is making money, so how the game makes money determines how the game is designed.
With live service games like gacha games, of which Genshin is one, making sure you have fun isn't what makes the developer the most money, so the game isn't designed so you can just have fun.
The game is designed to deliberately frustrate you, with things like limited banners, because even if they lose a few players over it, they make way more money overall.

And, if it specifically has to be F2P, they're all going to have limited time stuff like Genshin. Basically all F2P games pull out of the same playbook for dirty monetization tricks.
Warframe and Path of Exile are two F2P games that are generally considered relatively tame with monetization.
