It depends on which artifacts you're Reshaping. Flowers and Feathers only cost 1. Circlets, Sands, and Goblets cost 2.

The cost never changes.
Flower/Feather always cost 1
Sand/goblet/helmet cost 2

It does reset for number of guaranteed substat.
