It says right on your screen why it's happening. Considering Nilou is standing where she should be, the problem probably isn't that the character or location is in use. So you're in co-op mode or focused experience mode then.

It could be even tho Nilou is standing there, she is actually supposed to be in a quest rn. Do you have any Sumeru AQ or in your quest log?

no everything is where i should be the. only aq in sumeru is the one where u change wanderers name but its not in focus and i cant even play it bc its locked

What about Nilou's story quest? Or Skirk's story quest? Nilou technically shows up in that so maybe it's an issue.

do you have her story quest in your questlog?? that was my issue and I had to complete the entire quest to take her picture.
