That's just not what she is designed to do. She is built around reactions, so I don't think her raw damage will ever be good.

But Ineffa does the exact same thing no matter what team she is in. Use skill, burst, swap. She is a Burst DPS in Flins teams, because her Burst deals damage and then she swaps. So it doesn't matter if you change Flins out, Ineffa will always play the same. And she will never do as well as she does with Flins or Columbina on the team because of the way Lunar teams work.
If you want Ineffa to do literally anything else, your best bet is to put her in a team with Candace and use Candace's hydro infusion on Ineffa so that Ineffa can drive the hydro aura on field while still doing her Lunar Charged thing.

Ineffa, Candace, Jahoda, Iansan could be another option. Obviously not super "meta", but it functions well enough and at least you won't have to see those icky white numbers from her NAs.
