What's the deal with this puzzle on Tsurumi island? No combination seems to work.

You need to light those 3 and the one on the cliff across from here. The gate next to you takes you to the one on the cliff, or you can try shooting it with Fischl.

Thank you! I thought it was weird the stormstone on the cliff was turned off when I came back for part 3 questline and maybe I just didnt hit it.
