I grinded Skirk's set for 3 months, crafted two sands and rerolled one yet I've never managed to get more than 2 crit rolls

Yes, on top of having to roll the right main stat and substats, and on top of whether you get 3 or 4 stats (therefore an extra stat increase), there is also a chance for your starting stats and rolled stats to roll high or low.
