Columbina probably can create new Moon Wheels and either stacking them on top of each other because she feels bored or gives them to random people because it funny.

Im getting to attached to the theory that when Sandrone becomes playable she has a Moon wheel

The creation of moonwheels involved not just three Moon Goddesses but HP themselves

> ..A Moon Wheel? That was built by the usurper, along with the three gods who abandoned us... It can't be... It cannot be!
