Hoyo loves playing with name like this a lot. My favorite is the Anderson - Andersdotter lol. If you go down the lore rabbit hole and find the real life inspiration of lore characters, there are a lot more but I don't remember those too well. Ashikai would remember that a lot better than me.

I'm guess hoyo did it this way as more of a fun reference. It would be weird if the actual sherlock holmes books were just in Teyvat.

I think it is now fully public domain and in this case it's just the joke, but just a few years ago it wasn't(The Great Ace Attorney couldn't use Sherlock in the localization and had to change it for example). I think it's something like the stories were public domain, but the character outside of those stories wasn't and the copyright owners were very lawsuit happy.

The reason why Hurlock Sholmes is a fairly common name for what is clearly Sherlock Holmes is because the copy right of the books was longer, like in the United States. Like in The Great Ace Attorney he is clearly just Sherlock, but because of copyright they have to make him Herlock. Along with another comment mentioning that yes, Herlock Sholmes is a real book because of Conan was unhappy that he was using his character.
