We don't know if Rhuka actually shrinked, or if she is just another cycle of the Avatar of Irminsul like Nahida. Also (I will assume Rhuka is not another cycle because it is easier to handle) but from the wording of the geo shroom, it seems Rhuka's shrinkification only reduced her to girl size (Ayaka, Amber, etc.), and not child size (Nahida).

Yeah, this is a flashback of a narration by one of Deshret's priests (the specific name is in the description of the video). All we know is that, after the Forbidden Knowledge incident, he saw Rhukadevatta "regress" into a child, but we only get a glimpse of it, but is all from his perspective, which is likely very limited (and he might also have forgotten whoever Rhuka replaced).
Although, something interesting is that he mentions many times the power of life. Maybe he is referring to Naberius in some points?

Editing Irminsul didn't delete memories of King Deshret, the fall of Gurabad, or the Dendro Archons assistance in cleaning up that mess. It's historical knowledge that the Dendro Archon expended her power at that time and shrunk. The only thing that changed is people's memories of who the Dendro Archon was. Prior to the edit, people remembered her as Rukkhadevata. After the edit, people remembered her as Kusanali.
So after the edit, what the mushroom remembers is: Nahida cleaned up after Deshret and then shrunk. Presumably, over time, she regained her power and grew again. Now the mushroom sees Nahida small again, and so asks "Wait, did you... get smaller again?"
This mushroom hid away in the Chasm after the Deshret disaster, and so missed out on the Khaenri'ah disaster (or, at least, missed out on the Dendro Archon's actions during the Khaenri'ah disaster). So it didn't know that the Dendro Archon had shrunk again.

During the Story Battle against the Oasis guardian, a "Voice in the Memories" can be heard that belonged to the Brown mushroom. One of the lines tries to say something, but its fully redacted with extreme voice distortion. Based on story context and the length of the redacted word, it seems to imply that the voice tried to say Rukkhadevata. Making it seem that the Brown mushroom remembers the true history rather than the edit history.

Thousand year ago, there was an alliance between Rukadevat , King Dreshnet and the goddess of flower ( Dreshnet's lover).
King Dreshnet did seek forbidden knowledge ( a gateway for the Abyss to reach Teyvat ) and got corrupted. So to avoid Irminsul getting corrupted, Rukadevat sacrifices her own power / energy / whatever she had to pay and erases corruption before it kills the whole world.
So we have Adult Rukadevat => cabbage Rukadevat => Adult Rukadevat strikes back => Rukadevat death + cabbage Nahida.

Right now there is no evidence that the dendro archon using all of her power causes her to shrink. The only time we see dendro archon shrink is when she essentially resets the new dendro archon and the old dendro archon dies.

I can't find or remember where, but I think there's a lore book somewhere in Deshret's Mausoleum that mentions that Kusanali had gone through the cycle of shrinking+regrowing several times (I'm p sure I remember it saying nine times, which would make Nahida the 10th Dendro Archon), Which i think we can safely assume are all the same case, where the adult archon erases themselves from Irminsul to protect the world from Forbidden Knowledge, and all of the past Archons' accomplishments are attributed to their successor. Which tracks with the whole Samsara concept.
