I don't think so, Furina just decreases HP, this is Dehya artifact her kit actually has a ticking dmg taken when other teammates hit

Nope, generally "take dmg" effects don't activate on HP drain (beacon of reed sea etc. as well).

Imagine knowing the details of Hydro MC's kit aside from "it sucks". But probably no. It should be the same as Furina and other Fontaine characters and be considered HP loss and not damage.
