About the Descenders

Nibelung left Teyvat to traverse the stars in search of... something. The HP arrived in that time.

When Nibelung returned, he was already corrupted by the abyss and found his world occupied by the HP.

There's nothing that outright says that Nibelung is a Descender. It's largely speculation.

I also think it's weird if he would be the second descender. He is referred as "Second who came" in game though. Also weird that the traveler's sibling is not considered a descender.

Because the twin was pulled out of the ship by the "magi" from Khaenri'ah 'call for summoning', and the Traveler "entered" Teyvat on their own. (According to what Surtalogi said in Skirk's trailer.)

Remember that just the act of coming to Teyvat from the outside doesn't make you eligible for the title of a Descender, otherwise Skirk would have been one. What you also need is a will to rival the entire world, which is something that Nibelung might have obtained only after coming back with the abyssal power.

I'm not totally convinced that Nibelung IS the Second Descender.

That said, from the perspective of the people cataloguing Descenders, the Primordial One created the world (or, at least, they created the human realm that is all that they know). PO is the origin, the First Descender. Nibelung wasn't around, and had not been around for the entirety of the human realm's history. From their perspective, an angry, abyss-corrupted gigantic dragon appeared out of friggin' nowhere and messed everything up. That's the Second Descender, since they have no idea that he'd actually been on the world previously and left.

That's moot, there's ample literature and evidence that humans from that era knew that Nibelung once ruled teyvat with the dragons before the HP arrived.

Nibelung was from Teyvat.

First Descender came.

Nibelung leaves Teyvat.

Nibelung gets Abyss power up.

Abyssal Nibelung returns.

It's never explicitly stated that Nibelung is the second descender but it's largely implied. There's still a lot we don't know about the nature of descenders. The best we have is Rene de Petrichor's description and attempt to become one himself despite being from Teyvat. Obviously, he failed but that doesn't mean it's impossible.

I'm not sure if you're currently caught up with the Nod Krai story but, I think we should get an answer on this soon.
