Yes. As long as the character is not released and is still in beta testing, the character can be adjusted. That's part of why beta testing exists. If player testing reveals something wrong with Zibai, changes can be made. In theory, this could also happen if Zibai is too weak or too strong.
I'm pretty sure I remember people talking about characters getting adjustments made during beta testing, though I can't remember any specific examples off-hand.

you are not supposed to discuss leaks here but in my dream I saw that Zibai has better personal DMG than nefer and flins however she would be held back by not having a premium lauma or ineffa for herself so at c6..
