Imo it’s more that the buffs right now are specifically for lunar reactions, which favors these teams rather than truly vertical power-creep (Mavuika is still the strongest DPS)
If it was really bad, the highest usage tier would only be Nod-Krai. As it is, 2/5 highest usage characters were released in Nod Krai, 2/7 second highest were released in Nod Krai, 1/7 third highest were released in Nod Krai.

Buffs makes the Nod-Krai characters an advantage and many wants to play new characters and there are Natlan and Fontaine characters in the top list.

All it comes down to is what the shill of the month is. They made one side so obviously lunar charged, that of course Ineffa and Flins are top, it's whatever is easiest.
