Maxing Nod krai is the quickest and easiest by far. Because of the lack of reputation system and compass changes you can snowball rewards pretty quick. Plus you’ll get the 400 gems. Apart from that keep doing dailies and go as far as you can on endgame contents.

There is no fast way unless you spend money. Otherwise do the main quest, do world quests, do your daily commissions, hangout quests, exploration and opening chests, and when you're strong enough the abyss and Imaginarium theater. Plus every so often we get codes for primos which you can find some that might still work if you google search for them.

Since you're a new player, the world has tons of primogems to collect. There's no way to do so FAST, though, no large stashes or "primogem runs" to abuse. They're scattered all over in quests, chests, and daily activities. Chests give 2 to 10 Primogems each (some in Mondstadt and Liyue give none at all and certain special chests can give 20-80). Quests usually give 40 or 60.
There are periodic Limited Time events that will give hundreds of Primogems, so keep your eyes open for those. They will appear in your "Events" tab. Right now, one is going on in which you take pictures of characters in specific poses. Doing all ten photos will earn 200 Primogems.
To guarantee that you get a character costs 28800 Primogems (180 Intertwined Fates). It's possible (and quite likely) that you'll get her for less, but that's the number to aim for to be certain.
There's thousands of chests and quests to do for a new player, so there's more than enough out there to get the job done. However, you'll need to have a goodly amount of free time available to find them in the two weeks that remain before her banner ends.

World quests, main quests, and explorations are your best bets to farm lots of primos quickly. Start with the newest regions (nod krai>natlan>fontaine>etc). Those are the regions with the most primos as well as easiest and fastest to explore.
