The actual answer is there is no hydro archon anymore and it was Focalors before she died but none of the ones in the picture are the hydro archon

Columbina is the moon goddess. The reason she uses hydro is because the moon affects the water (tide) with their gravitational pull, which is also the reason her kit has gravity in it

Neuv has the Hydro authority, which had been stolen by the heavenly principals from the dragon sovereigns and given to the archons, that would make him the closest since it's the same power, but he still isn't an archon.
Columbina has the Triluanr authority, which is another power altogether. She's likely more powerful than Neuv but she isn't the Hydro archon, she's a moon goddess.
Furina is a human that had a curse of immortality placed on her by Focalors, she has no power other than her vision.

Marketing wise however Furina and Columbina are both the "archon" equivalent of their nations.

Neuvillette is a sovereign and Columbina a Moon goddess; both of these titles predate the classification of archon and so shouldn’t be considered as one.
