No, there previously was no notification in the top left notification area for when a new quest was available, you just had to check for the blue Columbina icon in the area.

I remember seeing this notification before this patch. And I was up to date on the AQ when Luna 3 released and locked out of the system. So it existed in Luna 2 at the latest. Some are suggesting the notification pops late which makes sense since I let most new content sit (except AQ) until it's fully released (I.e. no further major updates for the region). The change also would've been mentioned in update notes. So most likely it's existed since Luna 1, it just pops up late.

Because there was a pop up, just not at the exact time the chronicles could be completed as it's different for every player. The pop up appears the first time you log in after weekly server reset. Probably not since Luna I but I've been seeing it for a couple of months

They should have made a catch up mechanic after finishing the newest AQ.
Because it doesn't make sense to go through phase 1 and 2 after the AQ. They should do daily resets until phase 3. I had my last phase 2 event missing and got to do it after AQ. The interaction felt just out of place.

that is the problem they face. They can't control when a player does this. A new player could do all 18 selenics before doing Act 5 and they will make sense. It can't simultaneously make sense for both players who did the AQs and those who didn't. So they'd have to create alternative versions depending on whether you did the AQ or not. But then people will say we shouldn't be forced to miss content and not be able to see the other version.

It's already immersion breaking when you can run the exact same character into the quest character. Or a character you know has 0 association with the events.

All those negative things you feel about it are the point. For most people that pressure to complete makes them log in more. Same reason why the constellation thing is an annoying log in 5 days a week, for 8 weeks, use a bunch of resin (plus a cap so you can't just condense multiple days in a row) and also time-limit it. Its just to get you to play for 8 weeks rather than take breaks.
Despite the fact the game makes millions monthly and is super successful, the suits are obsessed with metrics. And one of the big metrics that get bandied around for performance even when it literally doesn't effect the bottom line is how regularly you are logging in. They are boosting that metric.

If you've played World of Warcraft for several years, you're very familiar with supposed metric and engagement driven game design. I feel like a lot of Devs over index on those metrics not realizing their is an attrition and burnout rate if they become too frequent.
1 obnoxious system doesn't break a game, but if they're allowed to add up you get WoW Shadowlands 9.1. Where the playerbase does get fed up and Blizz basically had to re evaluate how they approached gameplay systems.

"Weekly reset" means game weekly reset. This notification appears the first time you log in in the game on Monday, not after Columbina's chronicles reset which is different for all players
The only thing that changed is that there's now one more notification right when you can play another quest
