Carry weapons tend to be better than support weapons. You can use prototype Amber or Fav Codex on Bina. I would get Zibai R1 if you dont have any good swords.

You can get the 3star HoD on any gacha banner and it's pretty good on Zibai. There's also the Natlan craftable but you'd need billets for that. From what I've seen, Zibai's C1 seems better than her R1.

Okay since you are new I would not get her R1 and instead get more characters. As others have mentioned there are good F2P alternatives for Zibai weapons.

I would say the highest priority for Zibai investment is her C1, not her R1. She has a very good 3* alternative in HOD (tho it means you require a shielder or healer like Zhongli or Dahlia). Her C1 also has the benefit of getting more Illuga cons, which is very notable if you can get to C2/C6.

Let them both stay C0 without R1.. they both have very decent free to play weapon options

Zibai will probably want C1R0 over C0R1 though, mainly because of Illuga. Illuga is completely useless before C2, and not really BiS before C6, so the more pulls you can spend on the character banner to obtain his constellations, the better.
