His choices are to fight, defy heaven, or keep his head down. If the Archons seem to agree on one thing it's that they aren't willing (or are afraid to) defy heaven openly, even by so much as talking about it.

Definitely will be interesting to see how the Dragon Soverigns, Nibelung, and the elemental authorities develop in the plot.
We had a big lore confirmation about the Light Realm dirived elements and being a prisim of elemental energy. We also had a soft confirmation of the Dark-verison of that and maybe something with the Abyssal energy.

To be fair a lot of those stuff were thrown to us in a disjointed manner where it's hard to properly see how they all tie into everything, especially when the chronology jumps here and there. And it still feels like some things aren't properly addressed yet.
Personally I came here for the gameplay, exploration and story, but it's too tedious and boring to comb through books and make mental mindmaps on how they all should link together.

Nah, when Nibelung came back he saw the moon sisters and thought they were helping the 1st descender (even though they were just doing their duties and they have restrictions they didn't know what to do or if it was right to help the HP since their goals aligned then). When Nibelung returned he saw the moon sisters and thought they were now serving the HP so then he imprisoned and confined their powers so that they couldn't use their powers for the funerary war that was going to happen.

After Luna II and beyond, I think its rather obvious why they are keeping certain characters from interacting directly for the present moment. They are keeping the more potent, story-defining interactions for the moments where they'll build the most immersion, suspense, and hype.
For example, Hat Guy and his fellow Harbingers this would have felt a lot flatter if the latter had been acquainted with him beforehand.
Neuvillette with the Archons and maybe Columbina will undoubtedly be given a similar treatment. Its a hype moment years in the making.

During the first war the sister did nothing to aid the dragons against the HP. Only sonnet opposed HP rule but her sisters were curious about HP rule and they basically stalled for 40 years until the dragons lost got mostly wipe out. The sisters then began to work with the Hp.
