Hey there! Diluc main here, I can give a few suggestions!
For artifacts, you'll want the Crimson Witch of Flame set, ideally with crit damage, crit rate, and attack percentage stats. You'll want a Pyro goblet, and ideally a Crit Damage hat with Crit Rate as a substat, I believe. If you're aiming for anything else, EM (Elemental Mastery) is good as well. It will make his Melt reactions stronger with Kaeya.
For teams, yes, Kaeya and Diluc are pretty awesome teammates. Kaeya can be an off-field Cryo sub-DPS, which is perfect for Diluc, especially in early game. Sucrose should slot well into that team, if I'm not mistaken, for Swirling the Pyro or Cryo. Lisa, maybe not so much? But if you're still working with just the starter characters, you can bring her along for the ride.

If you plan to farm the Crimson Witch of Flames domain, I heartily recommend bringing a Hydro DPS. That domain has a lot of Pyro enemies, especially at the higher levels.

Also, if you have Bennett, he would make a good final teammate for this setup. As it stands now, you don't really have a shielder or healer on your team, which will make survival a bit harder. If not Bennett, then Barbara for early game. Her Hydro will work with this team, for both Diluc and Kaeya.
