Nahida shut down the Akasha so she's safe. Irminsul doesn't need a hardware upgrade.
Raiden Shogun relied on ancient tech, so not really affected unless she wants to upgrade.
The only ones who might be affected are either Ksharewar students in the Akademiya, Fontaine Research Institute in general, or the Fatui military (RIP Sandrone who overlooks all tech-related stuff).
