I'd argue Ineffa has more value outside of Flins premium team (shes disgusting with Eula out of all things lmao) shes like the most versatile sub dps in the game right now.
I use her in more non Flins teams like way way more

If you plan on getting: Flins, Nefer, or Zibai in the future Columbina can be a good option for the future, but if you only plan on getting one of them and not another Nod Krai character at all, probably Ineffa, she can work outside of Lunar rather well still, plus with Aino you can still use her Lunar reactions to a workable degree.

The safest choice is to skip, but I will mention that Yelan and Kazuha are not announced to be on next phase, or next patch. You only need to skip if you really want to be certain, but there is a pretty decent chance you'll be set when they come around (unless they do a surprise chronicled wish).

Ineffa is more universal. I’d get both if you can. The duo is great to fit in most teams.

you need both. they function together with any other two members to elevate older units to near meta breaking damage. if a lunar reaction exist for that element

Columbina is luna-reaction support for new nod-krai characters. Ineffa is great support and sub-dps for luna-charged. They both can play together
If you managed to get both you’d have a crazy strong duo that could carry any of the characters you have already.
Both are drivers for Lunar reactions plus Ineffa brings a shield so she is even more versatile.
Then does ineffa work with raiden in particular? Or any of my dps 5 star.
I feel for Raiden Columbina would be a better option.
