Since Genshin metagame has been several powerspikes. Now S+tier is all what can do more or equal\~140k DPS.

Powercreep got out of control in Natlan and it's only getting crazier. Varessa is pretty cracked but even then she's arguably not even the best electro DPS anymore now than Flins has his premium team.

new dps markers. the fontaine casts gets around 100-110k dps. varesa is usually always above 110k and durin cements that - actually replacing mavuika as durin is built for primarily sub dps (as opposed to mavuika's dps first subdps second kit).
c0 skirk sees about 120k with optimal combos, higher team investments easily eclipse 130-140k. nefer and flins get hard carried by bina to 150k. mavuika is around skirk's level typically but she has some crazy tech that honestly smartphone players CANNOT pull off on the go that brings her over 150k. zibai will hit over 150k without the need for crazy combos. i think its fair enough with how integral she seems to be in the trailers for the coming lantern rite.

It's a gacha game, the meta will evolve and new characters are generally stronger than older characters.
Varesa is in "ss" because she is significantly stronger than the characters in "S" tier. Arle and Neuvi are ~2 years old by now and the game has moved past them so they're in the "s" tier.

Context matters a lot when looking at tier lists.
A tier list from 2 years ago would have looked at a character saying "this is strong and can be used in X teams", while now the criteria shifted to "this is strong IF it's used in X teams".
Basically all the SS DPSes perform to SS level if and only if they are played with their premium teams. If that was all there was to it then they wouldn't be SS because they lack flexibility, however the endgame HP tresholds also shifted to match those premium teams, which makes them go from "just an elite choice" to the actual standard requirements to be able to clear everything.
A character like Skirk for example has a really high potential, however if you don't have Escoffier you lose like 30% dps and the damage falls far from SS. In the past they used to do put up those restrictions only for 4* supports, however now they are designing the endgame HP to assume that you have the 5* dps AND the dedicated 5* support AND 3 full teams like that to be able to clear fearless mode.
The Genshin gameplay offers a very interesting elemental system and original kits that allow a large variety of teambuilding and playstyles, however in the past months all of that lost meaning. The one and only rule that truly matters now is "pull or lose".

Sadly lunar reactions took down arle/neuvilette.
Teams can now easily out-DPS previous top tier characters since the lunar reactions give electro charged basically what it should have been from the beginning.
Pyro got shafted with this lunar reaction meta since it only scaled with crystallize, bloom and electro charged. But I guess geo got its much needed touch of love.
Both cryo and pyro are currently getting carried by only two units, mavuika and skirk. And even then these characters are reliant on premium teams. Skirk needs escoffier/shenhe/furina and mavu needs xilonen/citlali and prefers to take bennet from other teams. Arle is still a meta character but simply not competing with more recent characters with similar investment. However, though at similar investment arle dmg is lower as mavuika's, she has a more comfortable time picking teams being able to choose between mono pyro, vaporize, melt and overload. So if you'd consider flexibility, she beats mavu.

Yea. My friend was shocked over this but I'm not bothered. I'm still saving up for Neuvillete. I really don't care for the Lunar reactions. Sure I got Flins and his sig but that was a one time temptation 😂 I'm just enjoying the game at my own pace.
