Almost: if I recall, the last time it was another about month (?) after the 3 necessary months as chance for everyone who didn't have a chance to complete the constellation at once. So it's should be 3 a year.

It's 12 weeks each time (2 × 6 week patch), so 4 × 12 = 48 weeks. A year is 52 weeks

it will restart when this cycle ends, you have the chance to get the constellation after. You only get one per character so when you get it for the one you choose you'll have to select another character on the next cycle.
Like, next time you can choose Hu Tao since you didn't get this time but after that you'll need to choose another.

To be fair, the interface or the guidelines didn't say anything about it being permanent. It was only explained during the Luna I livestream. Also, OP said that they just recently came back.
