Some of them won't make sense or are locked behind specific AQ chapters, so it's best to finish a nation before doing the stories of its denizens.

I have been playing them in region order. I played the Mizuki one recently and really enjoyed it. How much you like a character also determines how much fun you have playing the story quest. Xianyun was also a fun one.
