Fischl is a super versatile character to build. Im AR60 f2p and use her in quite a few situations.

You can do it with any character any team so don't level up characters just for one time usage

Gaming, chevy (shes op even at C0 and so easy to build black tassel and done lol), fischl, Iansan is cracked good exploring team btw since Gaming E skill auto hops up on cliffs and Iansan runs fast.

At AR35 it doesn't matter. Just level your characters, their talents and artifacts and any of the characters that you have will carry you. Like - physical DPS Fischl with craftable Mondstand bow will destroy everything up to AR55 easily.
Raising every character to 70 is worth just to gain more pulls, and it doesn't use much of resources anyway.
It's way too early for you to focus on something, so play with characters that you like and forget about this "team building" until AR55+ where you will start doing end-game content.
On your place I would create a rainbow team of 4 different elements, that have a healer, ranged character, someone with travel skills, someone with claymore to break ores\walls and your main DPS.
Something like Fischl (ranged and DPS), Ifa (healer, buffer and travel skills), Kaeya (reduce stamina usage) and Aino (claymore, Hydro for Kaeya to freeze).
Or Gaming (claymore, DPS), Barbara (heal, Hydro for Gaming to Vape, stamina reduce with her skill), Kaeya (stamina, Freeze), Iansan (Buffs for Gaming, healing, mobility).
Or Keqing (DPS, mobility skill), Ifa (healing, mobility), Kaeya (stamina, Cryo for Superconduct reaction), Aino (Claymore).
You have a lot of great characters at your disposal - Iansan, Cheverusse, Aino, Ifa, Fischl, Gaming, Keqing.
P.S. Where's your free Noelle, BTW? She is a bomb, give her Debate club and she will outDPS almost everything. Plus she have healing, shield and is a claymore user.

Build your characters up to 60-70 first before ascending because oh wow, everything gets harder from there. A team comp with Keqing, Noelle, Fischl, and Barbara would be a great start.
Also, it's so easy to take proper screenshots.

Build keqing, fischl, ifa, aino, iansan & chevreuse. All of these characters are top tier and will help you finish the story content easily (not to mention they will carry u through later content as well)
