IIRC, Rosaria's design had *clipping issues*, hence the change. Lauma is designed so that hers don't clip (and even then, her finger clips when she does the 'hand on chest' pose).

Tbf, Genshin is an open world game with lots of interactions, so changing a model's proportions like that is probably more work than in something more linear like ZZZ, which has both the shortest and tallest characters out of the Hoyo games

Indeed it is, Varka is noticeably taller but not monstrously so. If I remember correctly the standard tall male models are around 1.85 (6'1) and Varka/Capitano are about 1.97 (6'5). There's a CC on YouTube that measured all models.
They should have about half a head difference instead of dwarfing the standard ones to this degree.
