What's the reason Mona's C4 doesn't work?

Heizou as a base has 59/219 cr/cd after all the ults as you can see he has 73.7 cr, that increase comes purely from Rosaria. My Mona has a C4 but I can't make it work. I tried many times but i never see cr increase. Can you tell me what I am doing wrong?

It doesn't show up on your stat page, because it's applied to the enemy. You could have 2 enemies, one with Omen that you can crit against easier, and one without. So even if your CR is 73.7%, you'll notice you crit 9/10 of the time against the Omen enemy, and only 3/4 of the time vs the other.
