My current team is Flins, Columbina, Fischl and Sucrose, I have 9700 primos + 70 pity with guarantee (free to play), I want to get both Skirk and Escoffier but I was wondering if getting Ineffa would be better for my account?
Ineffa is Flins' best teammate and this is her first rerun; we don't know when she's coming back so I would pick her up for now.
Since you're already guaranteed just get her and save for Escoffier and Skirk since you don't want Zibai or Neuvillette.

you would only need less than a ten pull to get Ineffa since you're already at 70 pity and guaranteed. we are expecting to receive another 1600 primos on the 30th as part of the lantern rite rewards. that on top of dailies, quests, 6.4 update primos and exploration should give you enough to get both of them.

I disagree. Most of the pulls from 6.3 are in this current phase 1 and version 6.4 is going to be a dry patch with only an estimated 64 pulls for the whole patch.
So the poster might only get 50 from the rest of 6.3 and only have access to 30 ish from first phase of 6.4.
Sure getting Ineffa will only cost 10 pulls right now, but they miss out on 70 pity plus the guarantee...
This decision comes down to a question for the poster. Do they want Ineffa (she's honestly amazing in a lot of teams, even outside of Flins) or do they want a brand new team with Esco and Skirk? I fear they can only guarantee one of those options.

what I meant by "both of them" waxs Ineffa and another character of their choice either Escoffier OR Skirk. getting all three would be hard bc yeah 6.4 is only giving 60ish pulls.

Getting one or the other doesn't really work for most people. It such a big DPS loss to not have escoffier on Skirk team, and unless they have another cryo DPS that they like, escoffier by herself isn't a great pull. Most people want both if they want either of them.

Yea definitely. She is Filn's best teammate. Imo she's also the most versatile Nod Krai character since she can work in non Luna teams as well.

I used to put Zhongli in 90% of my teams (dodging is over rated), but I find that Ineffa is working her way into more and more. Still a good shield, but with the benefit of more damage and electro application. She does best with Hydro, but that doesn't mean she slacks elsewhere.

Ineffa is honestly the GOAT right now. She is amazing for multiple teams, not just Flins teams. She's been my favorite pull since I got Furina. But this decision is all going to come down to how badly you want the Skirk team.
I'm guessing there might be roughly 50 pulls more than we can get in version 6.3. then 6.4 is projected to only have 64 pulls during the full 6 week patch.
That totals to 114 pulls. With your guarantee and high pity you still aren't even totally guaranteed to get both Esco and Skirk.
If you want a shot at getting both Skirk and Esco, skip Ineffa, but it isn't guaranteed.
If you want a guaranteed Ineffa powerhouse, pull now.
This all can change depending on how much you have explored your world. You might potentially have enough primos hiding in your world to guarantee all 3 of them, but that would require intense exploration grinding which takes a long time.

The only place I have 100% is Nod krai so the rest of the map is still explorable also a lot of quests and character story quests

So you have the option to potentially get all 3, that just depends on how unexplored your world is. For example I think a rough estimate is that from 0% explored to 100% explored most regions have at least 60+ pulls worth of permanent content. I don't think any of those calculations account for character quests. It also is dependent on your time, as doing 100% exploration for the entire map is incredibly time consuming.

yes. i think you know in your heart the answer is yes. you could get both skirk and escoffier but you dont have shenhe so you would only have a mid level team for her.
