On a banner you’d get star glitter with any constellation, just not as much as past a c6. The only time a character doesn’t give any is c0

There are still so many gacha players who don't play gacha games cautiously. An experienced gacha player would read everything and/or watch from multiple sources to make sure they understood the rules.
There are probably a lot more who didn't self report themselves to avoid shame...I'd expect in the next round there will be another post like this. So look forward to it. It's entertaining.

some customer service reply that was floating around here claimed that the fortunas will reset after one year and we are expecting them to add more eventually.

My guess is that those are exactly the characters that will not be chosen for this promotion.
Hoyo picks older, weaker, less popular characters specifically because they're unlikely to make much money from them anyway. So might as well build up some community goodwill by giving a few away for free!
If a character is actually generally desirable, they'll do a rerun and have people shell out to get those cons instead.
It's why Kazuha and Yelan didn't make the list. As old or older than many of the faces here, but still highly desired. Not getting free cons for them! At least, not yet.

the system works like this, when you pull on a character banner or get a copy of a Gen 5\* from pulling, you are pulling a character card, obtaining that character card will grant you starglitter based on constellation check and also trigger a stella gain, if C6 the stella gain triggers a masterless fortuna gain instead
the event isn't giving you a character card, just the stella, hence the need to own the character already to select them, so the stella just turns into a masterless if already C6.
