Do you have any furniture sets up? If one of the sets is his preferred set, he might be over there for a small dialogue that gives a first time reward of some primos.

Did you check the sets inside the mansion too? If there's a set anywhere inside or outside the mansion that he likes he'll be standing there instead of where you placed him.

If you place a character and also his favorite furniture set, that character should be standing next to the furniture set.

Go to edit and check the special furniture sets. At the bottom right you will see all the characters that prefer each set. Or open the map both inside and outside tap on the flowers and you'll see who's there.
