Yeah Fontaine in the south part of the city. Can maybe clinb your way in through one of the aquaducts. After starting the quest you can teleport to the photo places directly to avoid triggering anything.
Although I bet stepping into Natlan for the first time anywhere will trigger a quest so if you want to avoid that, might have to skip at least two of those.
