Should I pull for Ineffa?
I’m a returning player, I don’t know much about meta, nor do I really care for it, but I still want to do good damage for the sake of being able to play the game and fight bosses and stuff. I like to have teams comprised of characters I actually like and want. I want to main Tartaglia, and I already have him but he’s lowkey not great. Currently I’m saving for Nahida cause I really like her and I feel like she’d be good with Tartaglia cause of bloom or whatever. I feel like if I got Ineffa and had a team with those three and someone else (maybe Durin, who I don’t have yet but can save up for) it’d be pretty good! But again, I have no idea, so what do you think? I could also wait for new characters to come out in snezhnaya, since I still have lots of catching up to do. I just started Natlan. My current team is Tartaglia, Venti, Klee, and Dendro Traveler. I’d also appreciate any character suggestions, cause who knows, I might already have them or like them and would want to save for them.

Ineffa is decent on her own. You can treat her like a Fishcl with a Shield, but she needs a hydro teammate to make the most of her kit. The best hydro teammates she can have are Aino or Columbina due to the Ascendant Gleam mechanic.
It's difficult to recommend upcoming characters but you can always keep an eye out for characters you do want that were in the story. If you're looking to do some endgame content, you need greater number of characters.
You should try to make a team that works with each region, starting from Fontaine where region specific mechanics became more overtly introduced:
Fontaine's Pneuma/Ousia mechanic can be largely ignored and is slightly used in exploration of the region, it's not used much in combat scenarios. But Fontaine's major role in Combat is HP Fluctuation. You're characters will want to Lose or Gain HP. Fontaine On-field units, such as Wriothesely, Neuvillette, Lyney, will lose HP to do DMG. So this roster likes Healers. This region also introduced the Bond of Life mechanic but it's not too crazy, it has to do with healing as well.
Natlan units have a combat state called Nightsoul. This is important to the region exploration and the bosses/enemies. I'd recommend going for a Natlan based On-field unit to build a team around.
The latest Nod-Krai units can be understood by the need of Hydro. You need Hydro on every team. But to get the reactions, you need the 5 star unit, the 4 stars do not innately contain the reaction.
Ineffa and Columbina are both good Long-term units, but they have their weaknesses when not together or without an appropriate on-fielder.
You would also have noticed the Hexerei/Witches Homework Buffs to Mondstadt characters. It's similar to Nod-Krai's Gleam mechanic where you need 2 Hexerei units for them to activate their new buffs. Klee is very strong now, she got her animations reworked and became easier to play. If you have a Cheveruese, you can build an Overload team with Klee, Fischl, Bennet, Chev, or make a Vaporize team with Mona as Klee, Mona, Xingqiu, Flex (Shielder or Healer or Buffer)
Venti also has a new on-field play style with the Hexerei Buff, but needs a c6 Faruzan to really shine.
Ineffa is also probably my favourite character in the game so I'll spare you the biased flogging there, but yes she's worth it.
