What are you trying to argue with? The talent explicitly says it checks the elemental type of a character, not just their damage type. Chasca is Anemo, which is neither Hydro nor Cryo. That's all there is to it.

Skirk wants only hydro and cryo in her team. Not only is Chasca not hydro or cryo, she is also a main DPS taking most of the field time. You don't put multiple main DPSes in the same team.
