Bina is C2 or C0, C1 isn't very interesting so it's not worth getting if you won't also plan to get C2.
Ineffa C0 is a bigger buff for Columbina. Ineffa's C1 and R1 too.

Ineffa on the otherhand is a straight demon. I use her way more outside of Flins teams. Versatile is an ubderstatement.

Go for Ineffa. Bineffa is right now probably the most broken duo in game, and you can pull for Bina again in a few patches anyway due to her "archon" status.

I ran ineffa-aino-raiden-sucrose against the fatui boss in the latest SO. I have C2 Raiden, and the top 0.136% according to akasha.cv. Ineffa outdps'd Raiden.
