Who should I pull (Ineffa / Zibai / Skirk without Escoffier)

Idk who to pull, want my account to be stronger. Currently AR56 cant even clear floor 12. (is that normal??) Who would have greater pull value? Meta-wise speaking, they're not my favourites, I'm just thinking to improve my account with more meta chars
I have Flins and Bina so Ineffa and Zibai are good, but Zibai would be very strong DPS?? I have enough pulls for C2 Illuga and maybe C4 Gorou asw, but out of the three I can only get one. For Skirk I do have Charlotte and stuff but overall Skirk can also be an alternative. (not interested in Varka)

Go for Ineffa, but goodness, please level up your characters first. Of course they can't clear floor 12, your characters aren't built. You'll get a substantial increase in DPS by leveling them and their talents up.

Ineffa-Bina wheelchair is so powerful the Genshin PVP gamemode banned Ineffa.

Go for Ineffa.

Dunno if this is mean to to be sarcastic but because this combo is strong is not the reason it is banned in the PVP gamemode in Miliastra.

The player who made it made a post explaining a few things and the reason why shielder characters are banned is because if one player activates a shield it would apply to both players instead of just the one that cast it.

So shield characters are banned because they can't get it working like the normal game but that might be solved in the future
