I'm guaranteed, Zibai or Neuvi?

I started playing games on impacts in around September, 20, 25, and my only 5 stars are Columbina, Durin, Tighnari, Diluc and Varesa, I know I'm pulling on Zibai and Neauvillete's banner, but only for Gorou and Illuga, so it didn't really matter, but then again, I kind of wanted to get one of them.

zibai, your columbina has no teammate. Zibai/columbina/gorou/illuga will be a complete team

I concur as having a functioning team is more important than pulling new stuff

honest speculation: Zibai will get shilled harder than Neuv because she does lunar cryst and he doesn't. But the lunar shilling will end in about 6 months. In the long run, Neuv might have more longevity.

Zibai will still be viable after NK ends, just won't get shilled anymore. Some new mechanic will get all the attention.
