Yeah should have Ineffa fully leveled today or tomorrow. Need to finish Chev and Bennett as well for my Arle overloaded team. Iansan is probably a good idea for my Varesa team.

I plan on it. I started playing the game one banner too late (arle + zhongli banner) so I missed him but I plan to get him on his rerun.

Brign everyone to 90 logically that you should bring to 90 with high priority first, like Ineffa, Lan Yan, Faruzan, Bennett, Sucrose, Xiangling, Xingqiu, Lynette and ifa, if you have any plans on using them and you like playing them.
In general, every Hydro and Anemo Character that you like should always be 90, because of their scalings with Levels and HP to get the best performance out of them.. levelign an Anemo Character from 80 to 90 is in regard of Swirl DMG a 40% DPS Performance Difference !! which is a huge difference.
Then there are characters like Xingqiu, Bennett, Xiangling, which you should just brign to 90 ASAP, just because they belong to the absolute most useful characters of the whole game and Bennett buffs Team DPS based on his own Base ATK, which is naturally only the best and highest, if hes 90 logically.
If you are World Rank 8/9, gettign a character from 80 to 90 doesn't take that long time, basically just only 1 week to 2 of dedicated resin usage for only Mora and Exp Books gets the job done...
Many new players make the big mistake early on, tjhat they become quickly too greedy for the free wishes you receive for the lousy Standard Banner and waste all their ressources into pumping them into as many characters they can to get them to lvl 20 for the first free wish that you get then, when you should focus your ressources first into building up ASAP 1 to 2 strong teams at best max, to get those as fast as possible to minimum 80, 90 at best based on the characters Element, or overall usefulness of the character.
The best 8 characters to max out ASAP should be for every player at the beginning Noelle, Bennett, Xingqiu, Xiangling, Sucrose, your first 5S Character, Diona or Barbara and Iansan/Fischl or Collei, if you happen to get them. Some of them you get for free over time, or can you get from paimons Shop, if you happen to have enough Star Glitter by that time you can get them, some you get only from banners, but have free alternatives.
So everythign you need to have two well balanced teams, does MHY offer you mostly all for free, the player needs only to put his/her focus onto them first and waste not Mora and Exp Materials on to many other characters just for some Standard Wishes, when its more important to get to two functionating good teams, with that you can partake as quickly as possible in the Endgame Content to earn yourtself this way Primos with each Patch, that is far more valuable for you, than those free Standard Wishes, because with Primos you have, you can get yourself Event Wishes, with that you can then get in return 5S Weapons and Characters that brign your account much more, than to upgrade every lousy character you have to 20.
Playing the game smart and effective is what is very essential in Genshin Impact, especially if you are a F2P player, whio doesnt buy the BP, who doesnt buy the WM each time to have alot more ressources on your hand to build many characters..as F2P you need to stay focused on the characters, which bring your Account the most in short time, and thats effectively all the characters you get over time for free anyways, for exampel as rewards for playing the Abyss and getting deeper into its Floors.
Sure, if you have bad luck and ad the very beginning of the game, when you have only characters, liek the MC, Amber, Kaeya and Lisa, its inevitable to invest first some ressources into them in order to progress in the game and keep up with the game progress of your enemies, but the very moment you receive one of thise optimal characters of those 8, its better to focus yourself onto them completely, that to waste any more ressources on beginner characters and other rather suboptimal characters, that dont belong to the Top 8, unless its other 5S Characters naturally, they are the exception to the rule for F2P. F2P should focus on building up their accounts first horizontally, after passing by AR45 and when they have gained first 8 completely build characters, then their time has come to put ressources more into horizontal invenstment, befure you reach that point, any F2P shoudl be focused on full vertical investment to have an easier and more comfortable play experience.
