If you do illuga's world Quest before finishing echoes of an unfinished last you will end up getting a secret dialogue where the traveller mentions the prophecy and how he already defeated the serpent.

They have relaxed the quest advancement rules a bit over the years. And when they do that, they don't update the quest content to reflect that. So in some quests that might have been required to be finished first, or, a quest would not be start-able before a quest that mentions it, but then later they change it so it can be finished before hand.
They did this with a lot of quests over the years, so it's kind of a mixed bag of assumptions. I think they created the focused quest modes to try to circumvent that, but IMO those just feel a little stifling, I prefer to play open, even though the information from time to time is a bit wacky.
My favorite is when Paimon goes on and on about battles with a certain Enemy that we've won, even though we had never even fought him or heard of him...lol All I can say is, get used to it... happens a bit if you jump all over like I do.
