Why are there "special" commissions that don't actually give an achievement?

I've come across multiple of these fake achievement commissions that don't actually give an achievement. I usually check the genshin wiki for every special commission, and this one doesn't give an achievement or lead to another commission.

Is this intentional?

They're called npc commissions, including the ones that give achievements. I don't know what gave you the idea that all npc commissions should give achievements when that's not the default at all. There are more that don't than ones that do give achievements. Hoyo has been decreasing the amount of npc commissions to the point that Nod-Krai doesn't even have any, so maybe there's quite a few people who feel similarly to you about the non-achievement ones.

Oh I didn't know that, thanks!
